Default Gauge cluster ground?

I have been working on troubleshooting my oil pressure gauge, and came across a ground issue that contradicts everything I have read.
It has always been said that you must have that metal bar between the cluster and the light switch for the ground. However, the light switch is not grounded. It is mounted to plastic parts of the dash.
I added a ground to the back of the cluster. The lightswitch is now grounded, but only when the cluster is installed.
