Parking brake

This may be overly easy but I am stumped. Both of my 69 Firebirds I have the same problem. The parking brake release handle is behind the plastic dash. I have unbolted the single bolt that goes to the underside on the dash it bolts into the metal frame of the dash. The only way I see to get the release handle below the plastic dash is to space it down with a spacer approximately one inch long. Now that I have the same problem on both cars I am convinced I am doing something wrong. I looked at the parking brake illustration someone else listed but what it shows is what I did. Any help out there. I must be missing something.
