Default Brake proportioning valve

My 78 Grand Prix (G-body) apparently isn't getting brake pressure in the front cause when my shop went to flush the lines, nothing came out the front.
It seems to brake just fine to me though.
They said the proportioning valve was defective, but wasn't offering to fix it.
I never see these valves offered (or I'm not looking hard enough).
Anybody have a source for them?

there's a proportioning block under the car, under the drivers side toe board i think that's what that is...the brake lines go from the master cylinder under the car, into that block, then go of to the respective wheel. you may have had a leak there, or some dirt may have gotten in it possibly. that might have been what the shop guys meant.
