Default Car surges at idle

Long story, short version. I bought a 75 Q-jet off ebay (rebuilt) car wouldn't idle. Sent that one back to seller. Put my old one back on. Runs fine during acceleration, but surges at idle. I noticed that it drips fuel, pretty steady at idle. Would this be a float adjustment or ?
Thanks
Steve

Try richening the idle mixture and then turning down the idle speed.

Would that be adjusting the idle mixture screws in or out. I tried setting them, started at about 1 1/2 turns out and adjusted them a 1/2 turn more at a time didn't seem to make any difference on the drip. Before I put the other carb on, 2 1/2 turns out seemed to be just about right on this carb. It is the stock 68 Q-jet on a stock 68 400.
Thanks
Steve

With float level too high, fuel will drip from the boosters.

Thanks Q-S. Thats what I thought, I just wanted some confirmation before I pulled the top off the carb to check/adjust the float.

Update: I adjusted the float, car runs much smoother. Still seems to be running rich. I adjusted the mixtures screws, tried different setting, seems to be running richer on the drivers side of the motor. I installed new plugs (r45's) I have almost new cap, rotor, wires, etc. My timing is set at 16 degrees adv/46 degrees total w/vac adv all in at about 2500 rpm's. Also the motor is a stock rebuilt 68 400 w/#15 heads, headers, stock 4bbl intake and Q-jet.
Thanks
Steve

Base timing may be a little high if you still have 10.5:1 compression.
Drivers side rich?
Factory intake, feeds two end cylinders on one side of engine and two middle cylinders on the other side.
So each side of carb feeds four cylinders, two on left bank and two on right bank.
Probably just need a little more tweaking.
PCV, if it's hooked to an intake runner, can be a problem if it's not functioning correctly.

Thanks for the info. The PCV is going to the intake in front. I drove it to work today, was running rich going. Coming home my idle jumped up a couple hundred RPM's and now seem to running normal. I reset the idle. I will drop the timing back to 12 degrees.
Thanks Again

Sounds like something was stuck in an air bleed and came out.
