Specs for 15x7 Rally II - 69 Bird
Does anyone know the proper size/backspace Rally II's that will fit a 69 Bird 400 with factory front discs/rear drums? I'm in the market for a set...

As far as I know, they originally came with 14 x 6's with 4" BS. Most 15's are 7" wide and will have a 4 1/2" BS which will fit fine. There are 15 x 6's with the correct pattern (note: some are 5" big car pattern and don't fit) which should have the same 4" BS as the 14's. This is all info from personal experience but I'm sure there is more info I don't know.

The 69 Birds came with 14x7's.
This is my car with 15x7's, and F70x15 Firestones. The factory 14x7 wheels had deep dish trim rings that went all the way to the spokes, and look really cool. On the 15x7's, Pontiac didn't make a trim ring that was polished and went all the way into the spokes, so what I did was bought some repro 15x8 trim rings. They fit nearly perfectly, but the lip (edge) stuck up about 1/8". I carefully bent the edges down (by hand, it was pretty easy), and now these trim rings appear similar to the 14x7's.

So the bolt pattern should be less than 5"?

Bolt patter is 4 3/4" often stated "5 on 4 3/4". 5 is for the number of holes, not to be confused with a 5" pattern which is for some big GM cars and trucks.
Mike, what did the 68's come with? 6's only? Also, what is the OD in inches of the F70 15's or better yet whats the metric equivalant? I'm restoring some Rally II's as we speak and want to get as much clearance as possible at the lower rear corner of the wheel opening. However, I want to run at least a 26" and if possible a 26.5" tire and have the alignment shop dial in as much castor as possible (which isn't much). Since they have a different fender do the 69's have more clearance at that corner?

Yes, the 67-68's came with 14x6, and the 14x7's were introduced on the 1969 Firebirds.
The diameter of the F70x15 Firestone redline is 26.9" when mounted on a 15x7 rim, and the F70x14 Firestone redline diameter is 26.2". The actual tread width is slightly wider with the F70x14's (6.7") verses F70x15 (6.5"), but the cross sections (measured at widest part of the tire) are identical at 8.3".
