Trying to remove the brackets and metal pieces from a 70 GTO Endura bumper. some of the bolts/studs are spinning, can't get the nuts broke loose.
(1) Any tricks to get this figured out, to get the nuts broke loose and remove the brackets and whatnot? (2) With these bolts spinning, in a "rubber" (endura) bumper, won't they just go to spinning again when I go to tighten everything back up? any fix for this? Has anyone else ever had issues with this?

I ended up drilling a hole into the front face of the Endura bumper, removing and replacing the spinning carriage bolt and then filling the hole with flex epoxy. X2, I found it easier to use a cut-off wheel and cut the bolt, then replace it.
