Steering column question

Hi guys, was wanting to know if this is the correct order for column install,
2 piece oblong plate with the hole for column on first attached to firewall
Then install the firewall padding
Slide rubber cone over shaft of column and install shaft then install the 2 screws to tighten against column shaft
Carpet/plastic plate
