Mine had an original braided ground wire attached to the firewall by a screw about 2 inches below the external voltage regulator. I don't recall where it was attached to the block (if at all) but I will attach to my aftermarket e-heads as there are several threaded holes available on the back of the head.

if you are finding a ground on the frame it may be for the wheel houses...seems i remember something like that under the hood up close to the coresupport

I added an extra one in my car , I bolted it to the head & then directly to the frame in front of the A-arm. I drilled & tapped a hole & used a black cable that was a #14 gauge wire with loops on both ends. I also have the originals that are bolted to the back of the head & has a screw that goes into the firewall. It's a bradded wire cable.

Here's a service bulletin for ground wire:
(not frame to block though)

On my '68, there is one from the front right inner fender to the frame horn. There is another from the rear of the right head to the firewall....that's the one referenced in the manual posted above...and I think there may be one other but I can't remember where.

I can vouch for the shift cable issue. Mine froze up on me while it was sitting in the garage for a long time. Got back in it and it wouldn't shift.

i believe it is the same right up to 1972. I have mine in the same spots (as Greg noted) on my 1972.

I followed the 70 Lemans/GTO assembly manual, and recall those two places shown on the diagram in that guide.

Of course it never hurts to have more ground straps. Just make sure it is metal to metal contact (no paint or primer).
