Default Wiper switch above headlight switch?

Stupid question since its been so long on restoring my car but, does the headlight switch go below the wiper switch? I've seen them both ways but mostly with the wiper switch on top.

I was always grabbing the wrong switch on my '67. Always!
So I reversed them
