Low(est?) Option 65 Tempest
I don't know if they get more barren than this one - did all Tempests come with carpet or was that an upgrade?

I’m assuming the carpet was added later. The Tempest came with a full rubber floor mat that matched the interior color combo, at least my ‘64 did.
You almost never see the standard steering wheel with only the horn button, the Deluxe wheel had the horn ring. Definitely a bare-bones no option car. My Tempest had auto trans, power steering, Deluxe steering wheel and Deluxe wheel covers so still pretty basic. I suspect it was ordered that way by the dealer and put on the lot to attract female buyers.

I looked at the factory brochure. It says carpet was standard in the Tempest Custom, but no mention of it in the base Tempest. http://oldcarbrochures.org/United%20...ige-34-35.html
