Default Cigarette Lighter Issue in 65 Bonneville

Hey guys, so just looking for some out of the box tips. So I have a 65 bonneville and i have an issue with my cigarette lighter. I want to simply change it out for another. key problem. My old one was having issues and lighter barely worked, but while i was driving somehow it connected and turned on and got RED HOT For like 10 minutes and i think it sort of fused to sleeve a little bit. its the only thing that explains why i can't unscrew the inner part from sleeve. when under dash you just cant get any leverage to turn the sleeve while your finger is in slot holding element. i've tried drilling a hole in a wine cork and inserting a screw driver and putting it in the hole and turning. no go. i've lubed it up with what i can. i've been experimenting with putting and addition screw cross ways in cork to fit in those little slots to get a grib but its a no go. and ive i get some clamps on it on the back side, which is incredibly hard. hard to get leverage. but if you squeeze it hard it obviously warps sleeve and makes it harder to turn. any ideas?

Could you get a Dremel tool in there and cut the sleeve?
