The INSERT portion of the hood scoop is BLACK. The hood scoop itself is body color.

Currently running an open scoop. It was the thing to do ................... back then
I've never had to paint one. My first '68 still had the original paint on it. On the one I presently have, I opened them up and did the ram air thing.... but it's something I've thought about a bit. I can't really decide whether it would be better to mask and spray or just use a small brush. I think I'd do the brush. You could finish it in half the time it would take to mask it alone. Clean up errors with a q-tip as you go.
My original is below...Pic taken in 1982 or so...It's a '68 but what you see there is the way '65 and up were done from the factory. Flat black inside the scoop to give the appearance of open holes....

This is a '65-'67 scoop insert. It is the trim part that is inserted into the hood scoop ("hood blister") and is painted body color. The fins are painted black.

Default Hood scoops

There is an earlier thread on this that I started that came to the same conclusion: The ribbed portion of the scoops should be black. Flat black is recommended here and shown on an NOS part.

I painted the ones on my ‘68 GTO flat black with a small brush and believe this to be easier than masking and spraying.

After looking at your post, a light went off in my head about those scoop inserts.

It was a loooong time ago (like 1969!), but I remember how surprised I was to find the chrome ribs in the scoop openings on a used '66 I wanted to buy. They were set back in the opening and always shaded, so I had assumed they were painted body color or black.
