Default Blotchy paint

Painted and clearcoated nose and looks good under the flourescent in the shop but outside at any angle it looks blotchy. Mint turquoise metallic. What causes that? He's redoing it.

Reducer temp. range, ambient temp, gun setting, distance, gun speed, time allowed between coats, etc.
Lots of things come into play, it might be just one of those. Your painter can figure it out.
