Default '65 Wagon Blower Question

The 389 in my wagon is getting tired. Just for giggles I thought about building a 400 I've got stashed in the garage. I would like to run a blower on the street with a mostly stock engine. Would using late heads on this get the compression to where it needs to be? This will be strictly for show. I just like the look and sound of a blower and I think it'll look good on my wagon.

If the block isnt the weak late 70's "557" casting go for it.
If it is, build the 389 instead. Either case dont use stock rods. Cost of new steel rods not much more than cost of reconditioning and upgrading bolts on stock rods.

I believe the block is a '72.

It doesn't make a difference what block or rods he's using he's only cruising/showing it.
