Why do people paint bumpers body color on these old classics?

Guy need to purchase a higher quality "House Painting" brush.
Maybe if it was "CROW" black the strokes would not be so obvious. Will take a bunch of work to make that into a nice driver. Tom V.

Why no close-up pics of the mentioned rusted areas? Looks like there might also be some rust pits on top of the rear bumper, or a bad paint job.....hmmm. I don't care for painted bumpers either.
