Default 64 GTO Steering column assembly...What am I missing?

64 GTO steering column. This was apart when I got it and am not sure how it goes together and what I am missing. I know there should be a spring in there but nut sure. I can't find a good diagram. I also am not sure how the wheel connects to the horn ring...or maybe it doesn't because it is mixing years. See the pics for what I have.

As always, thanks for any help you can give!
