Default short in starter solenoid?

Hi guys

putting together a 69 bird. all rebuilt or new. i plugged new engine harness into the firewall and connected to the solenoid. Battery cable and red wire to big post, purple wire to S post. The only other thing connected into the harness right now is the block that attaches to the voltage regulator connection that is necessary since i am using a single wire alternator. no battery installed yet.
I was checking ground continuity with my tester and happened to touch leads to the battery ends of the positive and negative battery cables. Meter beeped. tried again and constant continuity from cable to cable. neg cable is attached to studded head bolt on passenger side head.

starter/solenoid is a new 100 amp Powermaster unit. used this before on a 68 and all was good.

all under dash wiring is original and still in place, except steering is unplugged and removed. car ran fine before, was a 6cyl car and i have put in a 400.

possible my solenoid is shorted out or any other reason this would happen?

update - i just checked continuity from the battery cable post on the solenoid to the body of the starter and meter beeped again.

is there some explanation for this other than a short inside solenoid/starter?

i should have checked it before install
