Is it possible to remove front inner fender wells without removing the front fenders?

Yes.
But you probably have to release the lower fender bolt and pull the fender out about 3-4". I had to do this to remove and replace the fan motor in my 1966 Grand Prix. The proceedure was detailed in the manual. Possibly the Air Conditioning workshop manual - that I can't remember - but it was quick and easy. I imagine the drivers side would work the exact same way.

Thanks Heybuck. I'm wanting to do my engine compartment. I originally was going to take the whole front end off and powder coat the inner fenders and the core support also. But I am not sure if I can get it done and put back together before end of year.
