1970 GTO endura Bumper

I'm restoring a 70 Endura and have read an exhausting amount of info on how to prime it. Some say no epoxy some say epoxy is ok, this is an original bumper, and I already repaired the cracks with the correct 3m repair kit. It will get driven. So now what? I'm not paint brand loyal. I will finish the car off in white with base clear. Do I need flex agent or not. I need someone who has actually worked on one and has success. thanks
