Default steering column diagnosing

Working on a 70 trans am. The column in it appears to be 76 up based on the ignition switch I just pulled. I have the (2nd) column loose with car that must be the original. So not having any story line, I need to diagnose what went wrong with original not installed column, and see about a rebuild if necessary.

Who can offer some advice? Car is pretty worn, seats and floor show a lot of miles. I wouldn't be surprised if it was well past 150K.

They appear to match style wise, so the later year was out of a TA most likely. Both have the TA type wheel.

What shop is taking rebuild projects?
