Do factory electric door locks use a relay?

No. But a fuse panel mounted circuit breaker is required.
If you have pwr seat backs, there is a relay for the seat backs only If you have a four door, no relay is required From the '70 Service manual

Thanks again Chief,
So i'm working with a 68 Tempest wagon that has a rear pwr window. Adding Vista Cruiser power windows, 69 Cadillac power door locks, and power bench seat out of a Monte Carlo.
