Question Delay wiper issue.

I have a 1980 Camaro delay wiper motor In my ‘70, I also have an ‘80 Camaro delay switch mounted hidden under the dash. Everything is wired up and it works great on low and high speed, also mist and wash work. But when set anywhere on the delay setting the wipers swipe 1/4 way and stop. When they stop I can close the points that ride the washer pump cam to bring them back to the rest position, then the wipers will swipe back to 1/4 position after the delay time.

I’ve installed two separate delay board and relay kits and both do the same thing. I hooked my multimeter up to the green delay timer wire and the switch varies resistance like I believe it should.

Curious if anyone here that is familiar with these delay systems have any ideas for me... because I’m scratching my head.
