Default FACTORY FUEL TANK STRAP HARDWARE QUESTION

Hey everyone. I'm going through some of the smaller finer items on the 70 Judge RAIV now that it is back in the house for winter storage and noticed that the fuel tank straps have two different screws/ speed nuts on them. I am making sure everything on the car is factory correct and want to see if any one knows what the correct hardware should be.

I'm guessing that one of these two is right but not sure which. I can include pictures to help out if any one would like. One is a hex washer head screw, the other is just a standard hex head cap screw. Any thoughts?

I have seen both types of bolt heads used, with all different head markings, but never mixed like yours. No washer used, just the bolt head to the strap. I attached pics of my car. The RBW bolt is also an original. The TR head is the ones they currently offer from the catalogs. The TR bolt has threads all the way up to the head. The RBW bolt thread stops at a 1/4 inch before the head.
