Default Steering column repair

I have a '71 GP tilt steering column in my '71 lemans sport. Some time ago around '99 I replaced the lock cylinder and matching door locks so the keys would match. Yesterday, the ignition would rotate forward but not backward. so I couldn't get the engine to shut off. I pulled the hei power to shut it off.

I started to investigate and pulled the steering wheel, lock plate, turn signal mechanism, and every thing else needed to access the ignition cylinder. Apparently it won't come out unless it's in the lock position. So, I removed the three screws that hold the rotating part of the column only to find that it still won't come off. What do I need to do here?

I'm pretty sure that the rack and gears from the ignition cylinder are jammed, and probably some broken teeth on the rack or gear. The key and cylinder will not rotate back to the lock position

Is there a way to remove the collar without the ignition being in the lock position?

are you sure the lower collumn collar is turned counter clockwise all the way
imagine your putting a column shift car in park ...

Well you lose me here because the lower only moves with the upper rotating part of the steering column. The only thing on the lower column is the lever that shifts the transmission.

if you plan to install another cylinder hit the retaining tab with screw driver and hammer. If not lubricate and jiggle untill returns sometimes require removal of ignition switch and jiggle the rod up down.
