Default Convertible top question

I'm new to the convertible top operation. My 72 Lemans has the rocker switch for up/down. Is this pushed and left to operate until that function is completed? Or, should one be toggling it to it's desired up or down position? Also, there was an ad for a foam block which rests on the wheelwell . It said that is to keep the top from going too far down. Is that for certain early years? I put my top down for the first time and it seems like it has to go down all the way and rest on wheelwell if one wanted to have it flat enough to put a boot over it.

Cars been off the road for a while but I usually held the switch until the top is totally down. You can hear a change in the noise of the pump. My 71 didn't have any foam blocks on the wheel wells, but I think the boot did have a foam type backing on it to keep it smoother looking when installed.

As far as the switch, it works exactly as RustedGoat explained it.

I’m not familiar with the foam on the wheel wells though.
