The chrome "collar" that is adjacent to the steering column makes an annoying scraping sound as the wheel turns. It is almost as if the collar is too close to the column. I have taken off the faceplate and horn button and the wheel actually screws into the collar with three phillips head screws. These screws are tight (I thought maybe they were loose and tightening them might snug up the collar more against the wheel and bring it away from the steering column).
Anyway, any ideas on why it scrapes? After I get done with a cuise there is a fine steel powder on the column form the chrome collar scraping against the column.
