AMD full 1/4 panels fit convertible?
Other than the obvious upper roof panel area, would the new 64-65 full quarter panel fit a 64 convertible?
Would the hardtop full quarter panel fit my 64 ragtop if the unnecessary part was cut off?

yes...its a delicate proposition, and you should know what you are doing..a rookie or first timer..i wouldnt attempt it,, you have to slice and dice at the belt cut, you need to understand how to weld and do some fab...but for an experienced metal guy it should go easy
i and many like me, believe on a car like that put only the amount you need...but if it needs a full 1/4 it needs it..

I’ve done a little welding, patch panels mostly.
When you say “slice and dice at the belt cut”, what exactly do you mean? Cut off the hardtop roof section of the new panel? Other than that is there any dimensional difference between a roof car and a ragtop quarter panel

the area on top of the 1/4 panel for a convert is flat, it has and arc on a hardtop to meet the sail panel.
it takes a pie cut or two...no big deal if you sit down and think it out have you done a google on how to make a hardtop 1/4 fit a convert? i bet theres step by steps you just adapt to your situation
