Default '64 GP rear springs

What does the bolt in the upper spring hold down screw into. It just spins. Very limited vision. Is it possibly a u-bolt that has rusted through allowing it to spin?

My 1964 GP has NOTHING in the upper hole.

Bolts in the top and bottom If not the spring dances around. 1/2"X20 nut and 1-1/2" long bolt
