A good shop can fit straight 4 bolt caps with the original block holes, it's just 'preferred' to start with a 2 bolt drilled block since there's less work/checking on the caps.

For a forged rotating assembly, I was very impressed with Molnar crank and rods, along with matching Mahle pistons on my recent build. Stroke is 4.25, bore 4.185. I've used both Scat and Eagle, and by far this combo is much better.

I second the choice for round port E heads.

PontiacSpeedShop.com is a dealer for Molnar and Mahle. Both are excellent quality and that's why we carry them. Looking for new customers to help me fund my website!

Why not run a 4.350 or 4.375 stroke? In a 400 block there should be no issue.
