Default 56 Star chief. What goes here??

I saw this car in Sydney last Saturday. Very recently acquired by the current owner.

Looking at the picture of the top of the dash, through the windscreen, you can see an obvious gap between the garnish running around the top of the dash and the glass itself. So when you look through the glass, you can see some holes and such.

It seems to me that something is not quite right there?

The car was converted to Right Hand Drive at least 30 years ago. He is not sure when it came into Australia so it might have been done when the car was virtually new.

Any ideas???

That is correct. That serves 2 functions; 1) outlet for defroster and 2) drain for water that collects from seepage around windshield gasket. If you look under the dash in both corners there should be rubber tubes to drain water out of the cowl behind the fender.
