Default 72 headlight housing to fender seal

Does the headlight housing bolt to the fender with a gasket to keep paint from chipping? Or, is it paint to paint and tighten? This is on an endura front end.

I've never seen a gasket.

No gasket. Orginal housings & fenders were painted separately, then bolted together.
