74 T/A front bumper bolt
Is this the correct front bumper bracket to frame bolt? and if yes, what is the proper installation.

Appears so, at least with other years part #492974. The bolt goes directly through bracket with the nut and washer on the chassis side. The splines are meant to cut their way into the slot in the bumper bracket and lock in place into the chassis at the correct set height. You should be able to find previous location and line up again to start close and tweak if needed.
