Default 2002 Sunfire ETS problems

My cousin owns a Sunfire that is hard to control when the roads are wet. I noticed the ETS lights states "traction control off". I tried to mess with the switch and it will not engage. I drove the car today and it took some effort to engage the ABS, which seems to function properly.

Anyone else have this problem? Does the ETS work with the ABS? Any suggestions?

Update:

Replaced the switch in the dash and now the ETS seems to perform well.
