Default 67 Firebird Sail Panel Question

The right side sail panel is loose and bowing out so I removed it to check what is underneath. Looks as if the critters have had a good time chewing the jute backing.

I'm planning on adding more jute then holding the middle in place with velcro.

However, in the body, there is a hole with tabs. Not sure why the hole was there but did the factory use the tabs to hold the sail panel in place?
