Where can I buy these clips and how many do I need? The route the terminal cable is through the front of engine on a ra3 block? If anyone has some extras let me know. Thanks

You can buy that wire retainer from Ames. The part number is FN405J with a price of $16.00/each. The Ames catalog (F27, page 220) lists it as a "1970-1972 starter wire/cable retainer, rear."

I agree with Bruce, I believe they only used one retainer, not two.
