Default VIN worn down?

Hey Everyone,
Any reason why a VIN would be wore like the attached picture?
Looking to potentially buy this GTO.

Looks like someone was a little careless with the grinder.

It could also be that there is a lot of paint and primer on it and that may be what is sanded down. I have seen people 2K prime VINs and cowl tags so thick you can hardly read them.

And even if it has been physically diminished by a sander or something, stripping it won't hurt. It would bring it into better relief.
