Default 1973 Formula blinker issue

This is the Formula that I owned for about ten years.
The car was recently stored at my house when my brother moved;
I drove it back to his house last weekend and made the following really short video:

This issue has persisted as far back as I can recall, and I shot this while sitting at a light in order to show it;
The oil and temperature gauges pulse with the signal.

Can someone point me in the right direction so that I can help my brother fix this?

EDIT:
I might go ahead and delete the video;
I can clearly see the needles pulsing when I look at the video on my phone, or on my computer, but it looks right now as though when uploaded to youtube, the pulsing is not shown (the video appears to be really low quality for some reason)

Gauge package not grounded on the loop on the wire template is a good start
Also flasher could be an issue.
