It's vacuum operated, more than likely a leak? Or the vacuum control valve, or...

Could be ten different things.

Get a hand held vacuum pump from ebay or HF for $10. Plumb to the vacuum actuator and see if it opens. if not, you found the problem. If it does, then confirm intake manifold vacuum properly plumbed to the system. Or maybe reverse the order of those steps.
