If this is just a flat plate I can draw one up and you can have it laser cut then weld in studs.

Mounting can be done without the plate, most tire shops these days use machines that grip around the perimeter of the rim. It would be an inconvenience but you could get the wheels balanced later.

(for what it's worth, I've twice had new tires mounted on 8 lug rims and I didn't need any balance weights, but your results may vary.)

When I had my old wagon with 8 lugs, I would mount one of the rear drums on the balancer machine and bolt the wheel to it. Worked great.

Default Ames Balancer Plate

Just a comment...FYI I bought one of the Ames' units. Took it along when I bought new tires.
The guy at the tire shop had never used one, so he ran it on the balancer machine without the wheel. He said its' balance was perfect.
