Good question. I removed my tank from the car, flushed it with a couple of gallons of lacquer thinnger, drained it again, and then flushed with soap and water. Then I flushed it with water for a while. After the water I sat it out in the sunshine for a couple of days to evaporate the water. Finally I used POR's gas tank sealant kit to clean it, etch it, and seal.
