Default Please Help! Steering Issues!

67 Firebird March Billet pwr steering pump and factory gearbox never messed with, so I am told. Car came to me from the body shop for drivetrain install. Steering wheel spins full left on start up. I have seen this on Mopars when the balance valve is off center if the return line fitting is unbolted from the Chysler gearbox. I have no history on this car other than the owner saying it worked great with the stock pump and same gearbox. I'm thinking there is debris in the gearbox causing the balance valve to be stuck in the left "position"? Anyone here see this before on the GM boxes?
