if its not a commercial vehicle you only have to abide by the laws of the home state the vehicle is registered in, as for saftey devices( lights ,brakes ,glazing ect ) that are required by the Fdot you must comply , if your vehicle passes the inspection in your state your safe , but you admitted guilt on the trailer inspection so you have to pay that fine , your lucky he didn't put you out of service which would have involved you getting towed to a inspection depot and get an inspection before letting you loose . and its the whole unit( truck and trailer ) not just the towed one . If I got pulled over in Pa , I would have fought it ,as My truck is inpsected ( Illinois requires anything over a 3/4 ton to be inspected ) but my trailer does not . ( even thought I do a inspection on it regularly )and since I am not a PA resident I don't have to comply with there laws as it satisfys the requirements of Illinois ,my state its registered in .

Illinois is starting to crack down on this lately as too many people who have no idea how to tow stuff or drive the units have been causing serious accidents by overloading there vehicles or improperly securing there loads or using too small of vehicles , and theres a push to make the larger motorhomes truck/trailer combos get a cdl type license because of there size . the other day I saw a guy pulling a D4 cat ( 15,000 #) with a 1500 series suburban on a 8 wheel trailer he had it balanced ,tell me that was safe .....

Refuse to answer a police officer's questions.

Its your right.

Its called "The Fifth Amendment."

Without answers, the officer has a tough time incriminating you.

A favorite question, when pulled over, is "do you know how fast you were going?"

Refuse to answer this question, for the obvious reasons.

1. "no". Well, you should know.

2. "yes". This means you know and violated the law anyway.

Best just to not answer.

Ask the officer, repeatedly, "am I being detained, or am I free to go?"

If he won't answer, ask it again until he does.

There are many ways to refuse to answer an officer's questions; some are more polite than others.

You may wish to try "I won't be answering any of your questions without the presence of my lawyer."

Scott, that's not really the best thing to do unless you ARE being detained. I've been pulled over at least 12 times for different violations and I've only had 2 tickets. If I refused to answer the cops questions I guaranty I would be 12 for 12 in getting tickets every time I was stopped. A good attitude and being cooperative is your best bet at getting out of a ticket.

When the cop asks you if you know why you were pulled over always say no. I know in Texas all cops wear a mic that is hooked up to their video camera in their car. If you admit to anything there is no chance of fighting it later.

Keep in mind that everything both of yall say is being recorded. If he does anything wrong, it's on tape also. Also, you have a right to get a copy of your stop from the court. All you have to do is call and they will make you a copy and you or your lawyer can review the tape to see if there's anyway out of it.

Well long story short ......Judge didn't even give me a trial...just dismissed/threw it out !! I am not sure if the Trooper was pulling my leg but he said he "learned" something.. I told him "in all due resprect Sir it was at my expense." !! The Judge had a comment for him too ...
Hell, I had to leave my hiouse at 4:30 AM to make PA court by 9 AM !!!
I won't bash this guy as he is a cop doing a job...said he made a dumb mistake >>I hope he wasn't thinking I would just pay the ticket and not come back ...right or wrong !! What's that song ??...I won't back down !!

Way to go Troy. Being from Pa. I'll remember your incident. As a personal incident-My father and I were going to a job many years ago. A state policemen pulled my father over for something,not sure what(light bulb etc.) He asked for the owners card,license,etc. My dad supplied them. The cop came back and wrote my father a ticket for 'not signing' his owners card only no bulb !! That is the truth. The cop said do you want to fight it,my dad said 'no'. Sooo in all occupations you'll find 'knuckle-heads'. I try to use common sense.

One comment to Scott's reply. While you may be factually correct, if you take that option with a police officer, be prepared to spend a couple of hours on the side of the road. The drug dog will pay you a visit, and unless you speak K9 you'll miss the "there's something suspicious in this car" comment he makes to his handler. Then they'll take your car apart looking for anything they can use against you. After spending the day checking you and your car inside and out, you'll either be ticketed for what they find, or told they are going to let you off with a warning.

I agree, the officer issuing the bogus ticket is a real Barney Fife type.

What comment did the judge have for the dum dum officer that issued the ticket ?
Maybe it was something like

"Officer, you should consider taking the law enforcement candidate exam study course again". "Twice."

Thanks for comments guys...With reassurance of a few people on this board I knew I was right in persuing this deal..I knew better than go head to head with him on the road...A bad thing to do... I spent over twelve years as a LEO myself but as a Fire Marshall.
It was rather funny he made a comment that he would not have known that my trailer reqiuired inspection in VA except that the sticker was there !! I asked him..."what if it wasn't even there ??" I think the Judge was not very pleased...
I am pleased and glad it's gone and done with !!
