Default Exhaust butterfly shaft leak

On my stock '64 GTO I have a significant exhaust leak around the shaft of the butterfly in the exhaust manifold. It is loud enough to be quite noticeable and blackens the paint on the side of the block.

Any ideas on how to restore these? Does anyone make a kit to rebush these?

I don't care if the butterfly actually works, but it is an unmodified car, so I like to keep things as original as possible. I could remove it by destroying the shaft and butterfly then find a way to plug the holes, but if there is a way to keep in more stock, I would prefer that.

If you don't want to remove the shaft and plug the holes then you can wedge the valve open and weld it there. It would probably require removing the manifold to reach all the way around though. If you do it on the inside nobody would ever know but even on the outside it would be hard to see.
