Default Power to AC compressor?

1969 Firebird with AC. Should there be power to the AC compressor when the lever in the car is moved to the heat or defrost settings? The test light is on at the ac wiring harness at the compressor when the lever is set to anything other than off. Thanks

Often the AC compressor is used in Defrost mode as a way to dehumidify the air going to the windshield. That function may also be shut off at certain low atmospheric temperatures to prevent icing over the evaporator. But I wouldn't think in just heat mode that the compressor would activate at all..
