Can't tell exactly from your picture, but without going under my car to look (getting harder to crawl under my car) I believe it is the support bracket for either the speedo cable or emergency brake cable
should have added '65

Tough to tell. 3/4" I.D. is pretty big for any line or cable. The only thing I that comes close that I can think of would be heater hose but I am sure its not for that.

Is it the metal clip that holds the fuel line near the alternator bracket?

3/4" is heater hose size I think, but that's not the right one for a '64 GTO if that's what it is.

Actually, 3/8" fuel hose is a little smaller than 3/4" OD, so that would fit.

3/4" heater hose (and even 5/8") is way bigger than 3/4" OD. Hose is measured by ID.

Since 3/8" fuel/vacuum hose would fit, how about brake booster hose bracket? Interesting thing about that bracket is the small #10 or so screw hole. That tells me it's not mounted on an engine. Could also support a wiring harness (on the back of the cluster maybe).

Looks like speedo cable bracket bolts on floor pan at the throttle pedal bolts

I have it, if I can find it but it won't work for a snow shovel.
