Default '64 inner fender notched

I assume that this cut notch is not from the factory. '64 driver side inner fender at the rear. Didn't notice it when I took it apart. Not sure why someone would have done this. Any thoughts?

Thought it might have been to provide clearance for the Z-bar pivot bracket but after looking at it again the cut area looks to be too far back.

No idea.

Thanks B-Man. I also posted this on FB and someone else thought this might be the answer. This is an auto car, but I believe the driver's inner and outer fender had been replaced in the past.

I have got several z bar access answers from a few sources. Makes sense. My car is an auto so this fender came from a 4 speed car at some point. So if I ever sell it I can state that I have a "rare" custom 4 speed inner fender....... (heading out to the garage to fix it now.)
