What is going on with the linkage on that manifold set?

It looks like they threaded a bolt into one of the throttle bracket bosses and then bent it over to make a mount for a return spring.

Also I do not think I have ever seen that kind of throttle rod setup, I am used to seeing A Body throttle cables.

I wonder what then engine was used in last?
