I think this was my source;

eighth listing from the top;
curiously there is no indication of a 70-74 issued 14x6" Rally II;

I realize that using a Master Parts Catalog has it's own perils, and weather or not this application code is correct for '70 model years, just the MPC showing a listing for them would seem to indicate that there was one.

OPH's post seems to suggest this code was in fact used for 1970.

14 x 6 standard rim. Used at least in '74, may have started in '73.

You still haven't stated what the body build date was. Or what PHS showed for a ship date. This rim was assembled by Norris Technologies (NT) or Norris Industries (NI), not Kelsey-Hayes. If you look closely, you will see other numbers stamped by the valve stem hole. C should be the month and EL, the application. A Space Saver I had was a Kelsey-Hayes assembled that was dated in Feb.

There's also a possibility that the stamp which appears as a 'C' was made with a damaged '0' (ZERO) stamp, therefor being part of the numbered date code.

Mike, I’m still trying to guess what these rims are, my pic might of not been the best, there is nothing before that C, no T no m1/3, just that C and the El. I’ll probably have to take the tire off.

I just learned something today, and I figured this might be the best thread to share it in;

Apparently pre-1973(?) Norris manufactured wheels had the date codes hand stamped on the inside edge of the wheel - where the trim ring would mount.

The wheels I shared an image of on post #7 all had the same date codes;
If the wheel is turned so the valve stem is at twelve o-clock, the date stampings were all at five o-clock.

Where did you say date stamp is? I thought it was on value stem. Just got a rust free set of cl rims 14 x 7. Can you show me where?

I think it might be May 4, 1970?
(Rally's are a little different)

Yes I believe they are and I looked along area where rim trim does and don't see any stamping just 2 light dots. My original rims got pitted from.poor storage in back yard so these are my replacement ones. I know they aren't date coded but it's still.correct part and Im.not going to show my car. Once restored it will be covered by trim ring anyways so Im.happy I found a good set. Just curious of this other date code location.

Your set is interesting;
I wonder if Norris went to the valve stem dating later in the 1970 model year(?).

What I have observed is they all decode the same;
I have also observed that Norris wheels in 1970 and others before 1970 don’t always follow known rules - but I do not recall seeing a May 1970 set before.

What may muddy matters up a bit more is that I do not believe Norris ever made Rally II’s, so as far as Pontiac’s go, the Norris rule exemption for date codes is strictly for steel wheels.

I bought a set of four Norris ‘CL’ wheels (shown in post #7) which do not have a month and day code on either side of the valve stem;
This set has a full date code in the alternate location.

I have a single Kelsey Hayes CL wheel that has the date code (March I believe) by the valve stem;
I also have a single 1973 EM (this is the wheel which replaced the CL for 1973);
This EM wheel is also a Norris wheel, and it has the date on either side of the valve stem like your CL wheels.

I also have a set of four 1968 dated IF wheels;
three are Norris, and one is a Kelsey Hays;
The Kelsey Hays wheel has the date code at the valve stem, while the Norris has the dates stamped at the “alternate” location.
