Default 94 Bonneville gauge cluster not working

My 94 Bonneville's gauges quit working. They used to be intermittent, Then they would just work sometimes if you disconnected the battery, and reconnected it. Then they would work the first time you turned the key on, but not after that. Now it doesn't even work at all. I checked the fuses, even though, they are either blown or not, but they check good. I read about an instrument panel cluster relay, so I will check that, but does anyone know where it is?

Do these cars have an issue with the gauge cluster itself going bad?

I need to get them working so my son doesn't keep running out of gas. He can't even keep track of his miles. I really dislike all this electronic stuff. Give me a 50-60's Pontiac, and I'm a really happy man!
