I would imagine if the dash is in good condition already you could do it while the dash is in the car. Just make sure you tape everything off is the biggest thing. The hardest part would be to deal with overspray and the smell of the paint in the car itself. If i was to do it i'd take it out. You will end up doing a better job trying to do it while it is outside the car because you can prep the dash better and make sure you have a nice even coat. That is just my advice, you don't want to take shortcuts and take the risk of it looking like crap. Just my .02.

You'll likely never get a good shot at the top and front edge of the pad with it in the car (unless your windshield is out). If you are using SEM spray cans they are very sensitive to being held UPRIGHT when you are spraying. Otherwise you may get a "dry spray" pattern out of them.
You need to get a good straight shot at each surface to get good coverage..especially since it's a color change situation.

I agree with P Glade on this one. You'll never get good coverage down at the base of the windshield unless the glass is removed. You can have the IP out in a couple hours easily. I would remove it. As my father always told me:
" Be the job big or small, do it right or not at all"
